Chief Clerk Amy Lawter and Deputy Chief Clerk Kristen Godkin run operations at both courthouse locations. They keep procedures and filing rules the same across both sites so there is no confusion for people who use one or the other. Family Court Cases in Utica

The court handles custody, visitation, child support, spousal support, paternity, adoption, guardianship, juvenile delinquency, PINS, child abuse and neglect, family offenses, and termination of parental rights. The court cannot grant a divorce. Divorce matters go to Oneida County Supreme Court at the same 200 Elizabeth Street address, where Justices Hon. Bernadette T. Clark, Hon. Elizabeth S. Fortino, and Hon. Peter M. Rayhill serve.

Under FCA Section 166, family court records in Oneida County are not open for general public inspection. The law says the records are "not open to indiscriminate public inspection." But the court has the power to let people see records when there is a good reason. Parties to a case can get copies by showing ID at the clerk's window. Lawyers of record also have access. Everyone else needs a court order.

The rule in 22 NYCRR 205.5 goes further. It lists the people and agencies that can view family court files: the petitioner and respondent with their attorneys, parents and guardians when a child's custody is affected, law guardians, child protective agencies, probation, and certain other courts that have a pending case with the same parties. Prosecutors can get records if a related criminal case has been filed. If the court issued an address confidentiality order, that address gets removed from any papers that are shared.

Centro bus service runs routes through both cities, so public transit is an option. All visitors must pass through magnetometer screening when entering either courthouse.
